Large cruise ships generally berth at La Seyne-sur-Mer, on the western shore of the roadstead. So it is not in central Toulon: you have to cross.
By the 8M water bus, about a twenty-minute crossing. It is worth the trip in itself: limestone mountains in an amphitheatre, the Saint-Mandrier peninsula closing the horizon, and grey hulls everywhere from the French Navy, for which Toulon is the main base.
The Cours Lafayette market and the old town in the morning, then the Mont Faron cable car. Allow about fifteen minutes by city bus between the centre and the cable car. It is a full but achievable programme.
